Having root-level access to your server means that you'll be able to view and modify any file on it, which includes crucial system files. You can also install software which can change specific settings on your server during the process, so the installation can be performed only if you are logged in as the root user. The aforementioned has full privileges, i.e. you'll have full control over the machine at any time and you can do anything you would like. You can also make other users either with similar rights or with fewer rights, depending on what you need them for - daily tasks, other server admins, etcetera. To be on the safe side, it is usually recommended to employ the root account only when you really need it and not for tasks you can do via other accounts. You may use a web-based graphical interface or a Secure Shell console to be able to connect with the server and to control it at the root level.

Without Control Panel at hand, you are able to access the server and modify its settings as well as the content that you upload through a console, while with cPanel and DirectAdmin, you will have a graphical interface to take care of everything related to your web content, and the majority of server-side settings. As expected, if you get a dedicated server devoid of Control Panel, you can always install a third-party software instrument manually, as long as it is compatible with the OS that you have selected at registration.
